The first confirmed details of where Bourne Ultimatum will be filming are from an interview with Frank Marshall at Empire:
Marshall: Yeah, my next film as a producer will be the third in the Jason Bourne series, The Bourne Ultimatum, which will be shot here in London and all over in Europe, but it’ll be based here in London with Paul Greengrass again.

We certainly do. Lots of reasons why they would never come here, I think. Paul Greengrass thinks that Bourne is based in Europe; there are only a few major studio lots here, and they appear to be pretty permanently booked; nobody on the crew/cast has any real ties to Australia etc.
Mostly though, it's an awful long way to come for only six weeks or so (only a portion of the movie could be set in any one location), and it would be virtually impossible to do any pick-up shots later on a budget. Foreign produced films wouldn't get any local tax concessions (I think) like they could in Europe, and it would just be the wrong feel for a Bourne film (to me).
I'm pleased, as any Bourne movie filmed in Australia would have lots of local "characters/cheap labour" included, which would destroy it for me (take your pick of Gary Sweet, Sam Worthington, Claudia Karvan, a Daddo, Joel Edgerton, any of the Channel 10 extras etc).
